add layer for forground

i have a very simple html coded website and i would like to put a layer over the top of it thats see through so it would be like looking through a window. If possible i would like the background to scroll and the front image layer to stay fixed. I have dont have any experience with css but form what i have searched and found out this can be done with css. I would love any advice/ help to make this possible. Thank you
